The harsh impacts of climate change on communities and ecosystems are becoming more and more visible in many regions in the world, and this is prompting an urgent need to improve on capacity and planning to mitigate the results of future extreme droughts and floods.
This has led to the development of a computer software-based decision support system (DSS), which was recently unveiled to key stakeholders in Bangkok. The DSS is being developed as part of the Flood & Drought Management Tools and will incorporate information regarding droughts, floods and likely climatic scenarios into planning across scales; from basins to water utilities.
The DSS is but one of a range of tools which are targeted at transboundary river basin organisations, local authorities, water utilities, local and indigenous communities, urban and (agro) industrial water users and civil society groups as a response to an need for improved capacity of managers operating in transboundary river basins and enable them to recognise and address the implications of changing climatic scenarios and land-use on water resource management.
Users of the DSS will be able to access satellite and remote sensing data via a GIS system (QGIS) and brought into the DSS interface where the data can be visualised and analysed. Information can be visualised in the in the form of maps which can be used to identify regions that are or will be prone to drought. Users will also be able to use the info to map out a water utility’s supply system, etc.
The project engages with several stakeholders to address their needs in the developed methodology; the DSS, including irrigation and environmental agencies, electricity companies, and catchment organisations, who will play an important role in testing and validating the DSS and provide linkage between basin and local scale planning.
